Has anyone been in this facility or has had any interaction with it at all?
if so, can you please let me know what you thought of it?

I am a therapist and manager and I was there briefly to observe how the facility worked a few years ago. The treatment center is a very restrictive environment, and the youth served there are generally at high risk of self harm or danger to others. The staff are dedicated to their work, and the management try to run a good organization. That said, it is very difficult to run this type of near hospital facility. California has been trying to create options to facility care, specifically through the Wraparound model, and this option has had great success. However, when it gets tough and the kids are really out there and there is no safe place to keep them in the community, they tend to fall back on the old model. Stars does some Wraparound work too, although your question didn’t give enough info about why you are asking to know if I should go into that too.
